2003 Corporation Survey on Land

OUTLINE OF THE SURVEY


1  History of the Survey

  The Corporations Survey on Land has been carried out every five years to obtain fundamental data on land in Japan and in each region by identifying ownership and usage of buildings which were owned by corporations. The 2003 Survey is the third Survey.

  The first Corporations Survey on Land was carried out in 1993 as an approved statistical survey based on the Statistical Report Coordination Law (1952 Law No. 148).

  The backdrop to this was an increasing need for comprehensive and systematic arrangement of information on land to execute policy on land. For example, Article 17 of the Basic Land Act enacted in 1989(1989 Law No. 84) stipulates that the central government and local governments should carry out the necessary steps for conducting surveys and collecting data related to conditions of tenure and usage of land to realize comprehensive and efficient utilization policy on land.

  Since the Basic Survey on Land is the only statistical survey providing comprehensive information of land utilization over the whole country, the Land Policy Council Report (November 21, 1996) and the New General Land Policy Promotion Outline (Cabinet Decision on February 10, 1997) suggested further enhancement of the survey making statements such as "work to enhance the Basic Survey on Land."

  Under such circumstances, the second Corporations Survey on Land was carried out in November, 1998, as a designated statistical survey under Article 2 of the Statistics Law (1947 Law No. 18).

  This time, in parallel with and as a supplemental survey of this Survey, the Corporations Survey on Buildings was carried out to gain an understanding of current conditions of buildings in connection with the utilization of land from the viewpoint of efficient utilization of land.


2 Subject of the Survey

  For this Survey, all companies with capital funding of 100 million yen or more together with corporations selected from companies with capital funding of less than 100 million yen and corporations other than companies using the method designated by the Minister of Land, Infrastructure and Transport were targeted as the subject of the survey of corporations which have their head offices, headquarters or head stores in Japan, excluding central and local governments. Approximately 490,000 corporations were sampled.


3 Time of the Survey

  The Survey was carried out using information current as of January 1, 2003.


4 Survey Items

  This Survey was conducted using Form A and Form B. Form A is the survey form for all of the corporations which are covered by the survey.

  Form B is the survey form for the corporations classified as "electrical industry", "gas industry", "domestic and international telecommunication industry", "broadcasting industry" and "railway industry".

  Each survey form consists of the following items:

  [III-(1)]  Information on the "Building Site, etc." (the land other than "Farm Land, Forest Land" and "Such Land that your Company/Organization owns for the purpose of selling to any third party(ies)") owned by your company/organization .

5  Survey Method

  The Ministry of Land, Infrastructure and Transport sent Forms of the Survey to the corporations covered by the Survey by mail.

  The Forms from the companies with capital funding of 100 million yen or more were collected by Ministry of Land, Infrastructure and Transport; while the Forms from the companies with capital funding of less than 100 million yen and the corporations other than company were collected through the office in charge in the respective prefectural governments where the corporations are located.


6  Compilation and Publication of Survey Results

  The results are compiled and tabulated by Japan, by prefecture, and by ordinance-designated city or prefectural capital city according to the "List of Tables of Corporations Survey on Land."(Ref.1)

  The results were published in July, 2005 in the form of an official report from the Land and Water Bureau of the Ministry of Land, Infrastructure and Transport.
